Such a zone may be best targeted at a particular type of technology based on either your local specialism or natural environment (e.g. biomass or wave) or it may be more generic. The key point is that you are marketing your authority as encouraging and ‘open for business’ in the clean technology industry.

Another incisive intervention a council may wish to make is in connection to developing the next generation of skilled clean technology workers.

Many if not all local authorities will already be investing in youth training or back-to-work schemes for the unemployed, in association with local education institutions and the local chamber of commerce.

How then are you apportioning part of this existing budget to ‘near future’ apprenticeships in terms of the next generation of trainees? In what way are you partnering with business leaders to equip the local workforce with the appropriate skills and expertise to participate in the clean technology industry?

According to your particular assets, needs and vulnerable areas in the local labour market, this may be targeted for school leavers or the long-term unemployed in more deprived areas, and could be tailored around a specific technology (such as wind or hydro-power).

A fundamentally important element of this is that local people benefit from this new development, either directly through training or employment, or indirectly via additional monies spent locally on goods and services. Again, keeping money local is imperative for the intervention to be desirable.
